Voluntary attempts to get the wind energy industry to stop putting turbines in areas of vital importance to birds and other wildlife have failed, and a mandatory permitting system is needed. Audubon and the American Bird Conservancy have already done the legwork to determine where the major migratory routes, breeding areas, and other sensitive bird habitats occur. They comprise less than 9% of the total U.S. land area, so are easily avoided without any economic impact to the wind industry. The least the industry can do is read it.
